Trade Initiatives such as the Belt and Road Initiative, dialogue and cooperation between governments are important, but the flexibility of non-governmental diplomacy, and consultation mechanisms that create benefits of economic and trade relations still have great potential. During The Belt and Road Forum for Cooperation in Trade in Services, organised as part of the China International Fair for Trade in Services, the China Association of Trade in Services and the United Nations are making efforts for cross-border e-commerce capacity building, which could be recognised as a model of non-governmental trade and non-governmental diplomacy. It provides a reference for government cooperation through economic and trade negotiations and academic discussions.
